Nuc not connecting to internet with specific static IP

I created a static IP for the intel nuc 192.168.1.100 and it fails to connect to the internet with it. If I change the IP to 192.168.1.110 it works fine. Why am I unable to assign the static ip of 192.168.1.100? It works fine with other devices. I have the model D34010WYKH with the most recent drivers and windows 8.1. This is very strange.
