NUC D54250WYK - Win 7 - Remote won't power down just sleep mode

Hi, I am using a Media Center remote. The NUC will power up from a power off state with a press of the remote, but when I press to turn the NUC off it only goes into a sleep mode.

Is there a utility to map the remote's commands in Windows 7 to adjust this?
